Limited Entry Trawl Permit Buyback Program The National Marine Fisheries Service (NMFS) announces a proposed fishing capacity reduction program, also known as the limited entry trawl permit buyback program. A description of the proposed program and an invitation for trawlers to submit bids for this program were published in the Federal Register on Wednesday May 28, 2003.
