SOUTHERN CALIFORNIA ESU - STEELHEAD

Listed as an endangered species on 8/18/97. The ESU includes all naturally spawned populations of steelhead (and their progeny) in streams from the Santa Maria River to Malibu Creek.

Beginning in the 1890's and extending through the late 1930's, fingerling rainbow trout were planted into almost all possible waters in southern California. Included were stocks identified at the time as both rainbow trout and steelhead (Swift et. al. 1993).

Santa Maria R. SH-W Described by Shapovalov in 1944. The Santa Maria River is formed at the confluence of the Cuyama and Sisquoc Rivers, ~40km upstream from the Pacific. Stream flow in the main river was historically interrupted and intermittent throughout the year especially during the summer except in some headwater tributaries where perennial flow occurs (Manzana Cr., South Fork Sisquoc R.). Other factors affected habitat, such as forest fires, which increased runoff and erosion, and groundwater pumping and surface diversions, which reduced available stream flows. Steelhead used the main river primarily as a migratory route to the tributaries. Adults entered with the first heavy rains of the season (Dec.-Mar.). Few details found regarding historic spawning areas and run size. Rescued juvenile steelhead from the Santa Ynez were planted during 1940-1944 and possibly in 1945 and 1946. The last sizable run of steelhead was in 1941 with a few adults reported in 1942-1943. Seven years of drought and the completion of Vaquero Dam in late 1950's @ 6.5 miles (11 km) up the Cuyama River created unreliable flows. Shapovalov 1944b

Used more heavily by steelhead for spawning than the Cuyama R.. Historically known for its sports fishery of trout and steelhead. Local newspaper articles from 1890 commented on plentiful "trout". 1959 stream survey indicated self-sustaining population of trout and therefore suitable stream conditions for steelhead although none were mentioned. A 1964 survey during the low flow period indicated fewer trout were found due to poor water conditions, and the upstream movement of anadromous fish was not possible because of intensified water use. Santa Ynez R. SH-W Habitat availability was unchecked until Gibraltar Dam (~69.5 mi. upstream) was constructed in 1920. Historically, the Santa Ynez system supported the largest steelhead run in southern California and was famous for its sport fishery. Local newspaper accounts from Aug. 1891 reported "great schools of young salmon" were seen coming in from the ocean.

In 1944 Shapovalov described the tributaries as drying in the lower reaches, but maintaining perennial flows or standing water in pools in the upper reaches. Mainstem dried up during May through July except for a stretch of river near Solvang, at the lagoon, and occasional deep pools. Despite unstable flow conditions (forest fires, water storage, water diversion and groundwater pumping), flows in the lower Santa Ynez from 1928-1944 (excluding 1929 and 1931 drought years) allowed steelhead passage to spawning areas. No counts of adult runs were made.

Juvenile SH rescues were conducted in 1939-40,'42-'46. Nearly all fish were young-of- the-year, and emigrated at ~ age of 1 year. Juvenile SH were planted in the lower Santa Ynez River - mostly at the lagoon and/or near Solvang, with many distributed throughout the region. Hatchery reared steelhead (1930-1935) and rainbow trout (1930,1945, 1950-1953) were also planted.

The last reported substantial run and catches of steelhead occurred in 1945-1946. In 1946-1947, steelhead were observed waiting for the sandbar to breech, which never occurred and no spawning occurred that year. Cachuma Dam (currently known as Bradbury Dam) ~45.5 mi. upstream (1953) further altered river flows.

Santa Ynez  Lagoon SH-W Juvenile SH from Fillmore Hatchery in Ventura Co. were used in a lagoon stocking experiment, planted directly into the lagoon in 9/40. Juvenile steelhead rescued in the Santa Ynez River were planted in the lagoon from 1940-1947. Last stocked in 2/54 with poor results. Steelhead (20-40) were observed in 3/56 at the lagoon. Landlocked steelhead, 2-4 years old and 13-39 cm, were captured in the reservoir in 1937. The reservoir supported a population of land locked steelhead native to the Santa Ynez drainage as well as hatchery reared fish which were planted in1932, 1933, 1934, 1935 and 1936. Ventura R. SH-W Supported a large and consistent steelhead run until the late 1940's, especially during years when rains were sufficient to keep the sand bar open for at least a week or more. Foster Park Diversion on lower mainstem completed in 1906. A 1934 survey showed steelhead present, with mainstem primarily serving as a migration corridor to the tributaries. Prolonged drought (into the late 1940's) and construction of Matilija Dam (1948) contributed to decline of population. CDFG (1946) noted the presence of juveniles and estimated 4,000-5,000 steelhead spawning in the river with about half of those using area above proposed dam (12 miles of spawning area). In 1958 the construction and completion of Casitas Dam (Coyote Cr) and Robles Diversion Dam reduced reliable flows for steelhead passage and spawning. Ventura River  Estuary SH-W Juveniles were observed in the lagoon in 1947. In 1849, settlement began along the eastern shore; by 1870, lands on both sides were in agricultural and ranch production. Titus et al. 2000
Coyote Cr. SH-W Surveys in the mid-1930's showed both rainbow trout and juvenile steelhead were present and supplemented with hatchery stock. Juveniles were rescued from the lower portions of the creek in dry years. Habitat appeared to be doing well prior to a fire in 1932. The 1945 run was estimated at least 2,500 adults, with an average run of 3,000 adults. Historic spawning habitat was poor 2.8 mi (~4.8 km) above the confluence (at proposed El Rancho Cola dam site). About 7 mi (11 km) above Hwy 150 was available for spawning. Present day Casitas Dam was completed in 1958, ~ 7 mi. above the mouth of the Ventura River. Titus et al. 2000

Matilija Cr. SH-W Held one of the most productive spawning grounds (19 km) for the Ventura River in 1946. Completion of the dam in 1948 blocked steelhead access. Fish passage facility was built in 1947 and renovated in 1965, with dam modification work. Supplemented with juveniles in 1938, 1944 and 1945. Trout stocking records date from 1939, 1942-1948. About 50% of the spawning in the Ventura River occurred upstream of Matilija Dam. A trap and truck facility was constructed to transport fish above the dam. The operation trapped 7 adult steelhead and lasted only for one year. In 1958 anglers reported the presence of adult steelhead in February and March. Titus et al.1994

Primary historic spawning tributary for Santa Clara River steelhead, formerly at least 25 miles of habitat. Santa Felicia Dam (1955) at Lake Piru and the upstream dam at Pyramid Reservoir have blocked all steelhead migration. Juvenile steelhead and rainbow trout were present during mid-1930s CDFG survey. Steelhead spawners noted in 1944-45 as far up as the Gold Hill area (upstream of present day Pyramid Lake). Juvenile steelhead stocked in 1938. Titus et al. 2000

Malibu Lagoon SH-W Pristine prior to the 1900's. Rindge Railroad line filled part of lagoon in 1908, used as dumpsite in 1929 state highway construction, filled for baseball and parking in 1960's. Now 92 acres, historic was several times larger. Historically, breaching of sand barrier occurred in winter/spring runoff but year-round flows (from 1960s to 1999) created by artificial discharge altered this regimen. Ambrose et al. 1995

Triunfo (Canyon)  Cr. SH-W Malibou Lake constructed in 1923 at the outlet of sub-basin. Other dams constructed throughout the upper watershed include Eleanor built in 1881, Sherwood in 1904, Crags in 1913, and Westlake in 1965. Trout farm and fishing pond on creek above falls from the 1930's to the 1980's. Trout caught below the falls in the 1950's. Manion, pers. comm.
