Bolsa Chica Lowland Restoration Project Highlights

Steering Committee: Fish and Wildlife Service, National Marine Fisheries Service, Corps of Engineers, Environmental Protection Agency, State Lands Commission, State Coastal Conservancy, California Department of Fish and Game, and Resources Agency

  • The 8 agencies composing the Steering Committee has been working together very well and, in 1997, conducted a long series of well attended public workshops on all aspects of the proposed project, as well as initiated working relationships with State Parks, Caltrans, County of Orange, and City of Huntington Beach.
  • SLC, Corps, and FWS are EIR/S lead agencies. SLC is landowner. Conservancy has lead on restoration plans and preliminary engineering. FWS is lead agency on environmental contaminants assessment and restoration construction.
  • Completed EIR/S Scoping in January 1998. Public review of the Draft EIR/S is expected in March 1999. Final EIR/S, final approvals, and permits are expected in July 1999. The restoration construction start date remains October 2000.
  • Preliminary engineering investigations or analysis that we have initiated include:
°shoreline morphology study including updated wave data analysis
°ebb and flood bar shoaling studies
°tidal muting and maintenance dredging analysis
°grading plans for 5 alternatives and conceptual inlet designs
°construction methods description and dredge material volumes
°dredge material disposal plans and sampling plan for nearshore disposal
°hydraulics modeling studies for alternatives
°water quality modeling for alternatives
°PCH bridge "project study report" for Caltrans
°conceptual analysis of EGGW flood channel alternatives
°public access plan and groundwater movement analysis will soon be initiated
  • The Ecological Risk Assessment Work Plan was prepared. Sampling of environmental contaminants was begun in September 1998. The first phase of this sampling will be completed by December 1998 and be used to define the ecological effects levels and background levels of contaminants. The second phase of sampling will be done in the Spring of 1999 and will define the extent and boundaries of areas that will need to be cleaned up to the levels identified after the phase one sampling is done. The Cleanup Plan will then be prepared and implemented by the responsible parties.
  • Surveys have been completed for sensitive species, particularly the western snowy plover and Belding's savannah sparrow, and rare plants.
  • Acquisition, and incorporation into the Project, of the 42-acre Fieldstone parcel is planned.
