EEOAC PROGRAMS SUBCOMMITTEE MINUTES
November 28, 2001

Participants: Al Coan (Chair), John Clancy, Rosemary Troian, Debra Losey, Nancy Lo

Absent: None

Al Coan called the meeting to order in the small conference room, Southwest Fisheries Science Center, La Jolla California at 9:05 am. John Clancy participated via a conference call. The following agenda items were discussed.

Review of 2000 Work Plans:

Al reported that no new awards have been posted to the website and the most recent outreach activity was entered by John Clancy on October 6, 2001. He also noted that there are still gaps or blank records between entries in the outreach activities report (Rob – can you fix this?). The committee discussed the need to promote the ability for employees to recommend awards and post their outreach activities on the EEOAC website in the next quarterly email to the staff. Rosemary said that she would add this to the next email. The committee suggested that links to the awards and outreach sections of the website be included in the next email.

Al also reviewed the outcome of his email requesting posters, videos, other outreach materials or volunteers to shoot videos or digital pictures of cruises or training sections that could be placed on the EEOAC website. Al has received 6 responses so far (Craig Heberer, SWR indicated that the SWR Strategic Outreach and Education Plan may have some materials; Ron Dotson, SWFSC supplied a video and some photos from the recent CALCOFI cruise aboard the R/V, New Horizon; Don Petersen, SWR, two posters on shark and swordfish catches in the California gillnet fishery; Elaine Acuna, SWFSC, collection of materials from the larval fish laboratory, Beth Norton, SWFSC, poster on Feeding habits of juvenile Chinook salmon, Churchill Grimes, SWFSC, a number of posters from the Santa Cruz Laboratory). Debra will compile these materials and work with Rob Bistodeau to create an outreach materials resource center for the EEOAC website.

John Clancy had no new developments to report on the internship program. He is still checking into Federal and State funds that are available to augment internship programs. Nancy suggested that we update the internship program work plan based on our experiences last year and prepare to resubmit the work plan to the SWR director and the SWFSC director for funding in FY 2002. We would also include the logistics in getting funding help from state and federal governments as mentioned above. Nancy will try to update the work plan by the next EEOAC meeting on 12/05/01.

Review Progress on 2001 Work Plans:

Plan to develop new Center slide show – Speakers Bureau and Slide Show: Rosemary has revised her work plan based on comments from the last EEOAC meeting and the subcommittee feels that the work plan is ready for submission.

Plan to develop a Jordan Open House - Nancy Lo reported that Valerie Philbrick is meeting with the captain of the Jordan when they are in port in December. Nancy will proceed to develop possible action items for the next EEOAC meeting.

Plan for a Region wide contest/Outreach Material Development - John Clancy reported that he has decided to proceed with the plan and is in the process of adding action items.

Plan to develop an inreach program for guest speakers – The subcommittee had several suggestions for Debra to use in her development of this plan. 1) Suggest that two pools of funds be established, one at the Region and another at the Center for paying speakers. 2) Laboratories and area offices would submit proposals for speakers/topics to the EEOAC, 3) the EEOAC would rank the proposals and submit them to the Center or Region for funding, 4) Funding would be allocated by the Center or Region until funds were depleted, 5) the EEOAC would consider whether proposed speakers/topics could be handled by in house staff or mandatory government sponsored training and screen these out, 6) the EEOAC would develop criteria for ranking proposals that would insure equity between work places.

Other Business

John Clancy reminded the subcommittee that many of us (3) would end our terms in January 2002 and that some procedures should be developed to insure a smooth transition of the work plans to the new subcommittee. After some discussion the subcommittee felt that this topic needed to be discussed with the entire EEOAC. Al will ask that this be an agenda item of the next EEOAC meeting.

Discussions also ensued on possible new candidates for the EEOAC. Al suggested that this discussion would be more appropriate for the EEOAC meeting especially since the number of new members from the Center and Region had not been determined yet and time for this meeting was getting short. Al will suggest that the discussion be included as an EEOAC agenda item.

Al thanked everyone for participating. The next Programs Subcommittee meeting is tentatively scheduled for December 19, 2001, at 1:30 PM. The meeting closed at 10:30 AM.
