SOUTHWEST EQUAL EMPLOYMENT OPPORTUNITY ADVISORY COMMITTEE
MEETING MINUTES

APRIL 5, 2006

The meeting, which was chaired by Chairperson Jessica Kondel, convened at 1:08 p.m. and adjourned at 1:43 p.m.

Attendees: Jessica Kondel, Stefan Leeb, Rod Miller, Jerry Norton, Rick Rogers, Tracy Snell, Miki Hirano, and Advisor Maria Harris. Absent: Rosemary Troian and Jeff McLain.

1. The meeting was called to order at 1:08 p.m.

2. The February 2006 and March 2006 minutes were approved.

3. Officers’ Reports:

a. Chairperson’s Report: Kondel briefed members on the National EEOAC call she and Harris participated in today. Please see Kondel’s attachment to the minutes for a complete summary. Action: EEOAC members do not have the appropriate training to handle employee grievances; we can only serve in an advisory capacity and refer the individual to the appropriate person. Kondel will develop a one-page contact information sheet as a reference for EEOAC members in instances they are approached by an employee regarding a work place issue; a workplan is not needed. Kondel will report back on this at the next meeting. Kondel will also look into posting this information on the SWR EEOAC intranet site. The Science Center indicated that they already have this information available on their EEO intranet site.

b. Subcommittee Meetings: Kondel informed the members that no Subcommittee meetings were held during the month of March. She reminded the group that it is important for the Subcommittee’s to meet on a regular basis, because this is where most of the work of the SW EEOAC is completed. Action: Subcommittee Chairs and members should make every effort to hold a meeting every month.

4. Subcommittee Report:

a. Program: (1) No meeting was held in March; next meeting date and time to be decided, and (2) Leeb mentioned he is currently working with a web developer who can develop a survey if there is any interest in doing this. The survey can be laid out to our exact specifications and can be done easily. Action: contact Leeb if you have any interest in this.

b. Administrative: (1) No meeting was held in March; the next meeting is scheduled for April 27 at 10:00 a.m., and (2) Hirano said she has given the intern story and photos to Rick Deering to post on the SWR EEOAC intranet but still has to give Deering an updated list of subcommittee members.

c. Personnel: (1) No meeting was held in March; the next meeting is scheduled for April 13 at 1:00 p.m.

5. Old Business:

a. Listserver Status Update (Personnel Sub.): Rogers reported that the subcommittee will draft up instructions for the Listserver in the form of a introduction paragraph that will accompany the Listserver email that is being sent to the people on this list.

b. Draft Workplan IDP Training Follow-up (Program Sub.): Kondel said Troian will bring this up for discussion at the next Program meeting.

c. Draft Intern Workplan (Program Sub.): Per Norton, no updates to report at this time.

d. Draft EEO Bulletin Board Workplan (Admin Subcommitte): members reviewed the draft plan and had no comments except to update the Action and Target Dates. Kondel said we also need to work with the offices that do not have EEOAC members to establish a contact person for the bulletin board postings. Action: Kondel to help guide Hirano in finalizing the plan.

6. New Business:

a. EEO Status Report: Hirano said she has not had a chance to go through the report yet. Action: Hirano to get together with Harris to develop a summary of the report prior to the next meeting. Kondel added that the next steps will be to work on a regional plan and summary. The Science Center will assess and/or advise if they have the need to develop a plan, also.

b. Workforce Recruitment Program for College Students with Disabilities: Kondel reported that Harris recently attended training on the Computer/ Electronic Assessment Program where she learned about the Workforce Recruitment Program for Students with Disabilities, a program that allows college students with disabilities to do internships during the summer. The program is run by DOD and the Department of Labor who recruits the students and also interviews and screens them. A list of available students is then made available to potential employers. The agency offering employment would be responsible for the intern’s work salary. Other expenses such as travel and living expenses are the responsibility of the student. If equipment is needed to accommodate the disabled student for their work, this is furnished at no cost to the employer.. Action: Kondel will obtain additional information on the program and will present this at the Personnel subcommittee meeting.

c. Guidelines for Interview Questions: Kondel announced that the guidelines for interview questions has been approved and signed off by Rod McInnis and Dr. Bill Fox. Kondel brought up for discussion ways on how to best disseminate this information to managers and supervisors who conduct interviews. Action: Kondel will present this information to the Southwest Regional Board (a Region/Science Center management team meeting which meets the first Monday of each month), and to the Region Management Team (Regional management team meeting which meets subsequent Mondays). Kondel to work with Hirano on scheduling this.

7. Announcements: None.

8. Next Meeting Date: May 3, 2006, at 1:00 p.m.

9. The meeting was adjourned at 1: 43 p.m.
